<p style="font-weight: 400;">The Election Commission consisting of Roman Siletsky, Valentina Borodevyc and Christina Fedorijczuk met at the Home Office of the Providence Association on November 3, 2025 to count the ballots received for the election of the Executive Committee, Board of Directors, and members of the Audit Committee to serve the organization for the four-year period 2026 to 2030.  The ballots accepted for the count were post marked by the cutoff date of October 15, 2025 or were hand delivered with a stamp date no later than October 15, 2025.   </p>
<p style="font-weight: 400;">The Election Commission concludes the following:</p>

<li>8299 ballots were mailed to the membership.</li>
<li>829 ballots were returned due to incorrect addresses.</li>
<li>497 ballots were accepted</li>
<li>6973 ballots were never returned to the Home Office.</li>

As a graduate student, Maria has also worked actively with numerous Harvard organizations including the Ukraine Caucus, the Harvard Ukrainian Research Institute (HURI), the European Conference, and the HKS Student Policy Review to advocate and spread awareness about Ukrainian policy, history, and culture on campus. The Kotur scholarship has greatly supported Maria’s studies by providing direct assistance for tuition. The scholarship has also helped develop Maria’s academic and professional goals, and she aspires to give back and support the Ukrainian community in her future careers. </p>								</div>

									<p>The Kotur Scholarship Fund was established by Eugene and Elinor Kotur. </p><p>Eugene was born in Lviv, Ukraine on February 12, 1912. His father emigrated to America, hoping to unite his family at a later date.  </p><p>At a very early age, Eugene suffered the inevitable privations as the war intensified.  Eventually, family was reunited and settled in Elmira, New York. Eugene began to attend public schools and eventually enrolled in college through the availability of a scholarship grant.</p><p>Eugene concentrated his public service career in Departments of Public Welfare.   After his wife&#8217;s death, Eugene retired in  and spent his time traveling and reading, but he also stayed active in civic organizations, especially those that focused on senior citizens.</p><p>During a serious illness in his seventies, Mr. Kotur lost most of his vision and part of his hearing, but despite this impairment, he faced his daily challenges as he had many times before.  He used the <a href="https://www.loc.gov/programs/national-library-service-for-the-blind-and-print-disabled/about-this-service/" target="_blank" rel="noopener nofollow">Library of Congress Talking Book System</a> to communicate with people and friends. </p><p>It was during this period that Eugene Kotur established a $250,000.00 Scholarship Trust Fund and empowered the Ukrainian Fraternal Association as administrator of this generous endowment.</p><p>The Scholarship Trust Fund is designed to service Ukrainian students currently enrolled in certain colleges and universities. The acquired initial grant of $250,000.00 by the Kotur family has accrued interest, which is being used for the annual scholarship distribution.</p>								</div>

<p><em>Eugene R. and Elinor R. Kotur</em> &#8211; <em>Philanthropists</em></p>
<p>Eugene&nbsp;was&nbsp;born&nbsp;in&nbsp;Lviv,&nbsp;Ukraine&nbsp;on&nbsp;February&nbsp;12,&nbsp;1912.&nbsp;His&nbsp;father&nbsp;emigrated&nbsp;to&nbsp;America,&nbsp;hoping&nbsp;to&nbsp;unite&nbsp;his&nbsp;family&nbsp;at&nbsp;alater&nbsp;date.&nbsp;Unfortunately,&nbsp;this&nbsp;plan&nbsp;failed&nbsp;when&nbsp;World&nbsp;War&nbsp;I&nbsp;hostilities&nbsp;began&nbsp;in&nbsp;Europe.</p>
<p>At&nbsp;a&nbsp;very&nbsp;early&nbsp;age,&nbsp;Eugene&nbsp;suffered&nbsp;the&nbsp;inevitable&nbsp;privations&nbsp;as&nbsp;the&nbsp;war&nbsp;intensified.&nbsp;His situation&nbsp;worsened&nbsp;perceptiblywhen&nbsp;Galicia&nbsp;became&nbsp;a&nbsp;Protectorate&nbsp;of&nbsp;Poland,&nbsp;and&nbsp;along&nbsp;with&nbsp;other&nbsp;wartime&nbsp;deprivations,&nbsp;Eugene&#8217;s home life&nbsp;deterioratedwith&nbsp;periods&nbsp;of&nbsp;starvation.&nbsp;Luckily,&nbsp;the&nbsp;family&nbsp;was&nbsp;finally&nbsp;reunited&nbsp;and&nbsp;settled&nbsp;in&nbsp;Elmira,&nbsp;New&nbsp;York.&nbsp;Eugene&nbsp;began&nbsp;to&nbsp;attendpublic&nbsp;schools&nbsp;and&nbsp;eventually&nbsp;enrolled&nbsp;in&nbsp;college&nbsp;through&nbsp;the&nbsp;availability&nbsp;of&nbsp;a&nbsp;scholarship&nbsp;grant.</p>
<p>After&nbsp;graduation,&nbsp;Mr.&nbsp;Kotur&nbsp;became&nbsp;a&nbsp;school&nbsp;teacher.&nbsp;During&nbsp;WWII,&nbsp;Kotur&nbsp;served&nbsp;with&nbsp;distinction&nbsp;and&nbsp;with&nbsp;hisproficient&nbsp;fluency&nbsp;in&nbsp;English,&nbsp;Ukrainian,&nbsp;Russian,&nbsp;and&nbsp;German,&nbsp;entered&nbsp;the&nbsp;diplomatic&nbsp;corps.&nbsp;After&nbsp;the&nbsp;war&nbsp;ended,&nbsp;Eugenemarried&nbsp;Elinor&nbsp;Brougher&nbsp;of&nbsp;Mechanicsburg,&nbsp;Pennsylvania.&nbsp;Soon&nbsp;afterwards,&nbsp;the&nbsp;Koturs&nbsp;settled&nbsp;in&nbsp;Camp&nbsp;Hill,&nbsp;PA.</p>
<p>Eugene expanded his public service career by becoming an adviser/consultant for the Commonwealth of Pennsylvania,concentrating his efforts in Departments of Public Welfare. His professional services applied to both federal and state levels ofwelfare. Elinor Kotur, meanwhile, was employed by the United States Navy Depot and later succumbed to cancer. After heruntimely death, E. Kotur decided to retire in 1974. He began to travel extensively, was a voracious reader, and remained activein civic organizations, especially those which had a senior citizenorientation.                                                                                                                   </p>
<p>During&nbsp;a&nbsp;serious illness&nbsp;in&nbsp;his&nbsp;seventies,&nbsp;Mr.&nbsp;Kotur&nbsp;lost&nbsp;most&nbsp;of&nbsp;his&nbsp;vision&nbsp;and&nbsp;part&nbsp;of his&nbsp;hearing.&nbsp;Despite thisimpairment,&nbsp;he&nbsp;faced&nbsp;his&nbsp;daily&nbsp;challenges&nbsp;as&nbsp;he&nbsp;had&nbsp;many&nbsp;times&nbsp;before.&nbsp;To&nbsp;compensate&nbsp;for&nbsp;his&nbsp;deficiencies,&nbsp;he&nbsp;used&nbsp;the&nbsp;Libraryof&nbsp;Congress&nbsp;Talking&nbsp;Book&nbsp;System&nbsp;to&nbsp;communicate&nbsp;with&nbsp;people&nbsp;and&nbsp;friends.&nbsp;It&nbsp;was&nbsp;during&nbsp;this&nbsp;period&nbsp;that&nbsp;Eugene&nbsp;Koturestablished&nbsp;a&nbsp;$250,000.00&nbsp;Scholarship&nbsp;Trust&nbsp;Fund&nbsp;and&nbsp;empowered&nbsp;the&nbsp;Ukrainian&nbsp;Fraternal&nbsp;Association&nbsp;as&nbsp;administrator&nbsp;of&nbsp;thisgenerous&nbsp;endowment.</p>
<p>During&nbsp;his&nbsp;declining&nbsp;years,&nbsp;Mr.&nbsp;Kotur&nbsp;lived&nbsp;in&nbsp;a residential&nbsp;care&nbsp;facility.&nbsp;Two&nbsp;months&nbsp;after&nbsp;his&nbsp;eightieth&nbsp;birthday,Eugene&nbsp;R.&nbsp;Kotur&nbsp;died&nbsp;on&nbsp;April&nbsp;18, 1992.</p>
<p>The Scholarship Trust Fund is designed to service Ukrainian students currently enrolled in colleges and universities.The acquired initial grant of $250,000.00 by the Kotur family shall represent the basic capital and will remain intact in amanaged financial program. Only the accrued interest shall be used for annual scholarship distribution.</p>

									<p style="font-weight: 400;">Below are some highlights of new legislation passed on December 29,2022, which is commonly referred to as “SECURE Act 2.0”.  The legislation provides a slate of changes that could help strengthen the retirement system—and Americans&#8217; financial readiness for retirement.</p>
<p style="font-weight: 400;">While the Act signed into law is quite extensive and contains dozens of provisions, here are 5 of the highlights that pertain to your Providence Association IRA, both traditional and Roth.</p>
<ol>
<li style="font-weight: 400;">The age to start taking <strong>RMDs</strong> increases to age 73 in 2023 and to 75 in 2033. Depending on your date of birth, the RMD age is increasing as follows; if you are born:
<ul>
<li>Before January 1, 1951, your RMDs have already started, and nothing changes</li>
<li>Between January 1, 1951 and December 31, 1959, then your RMDs must start after reaching age 73</li>
<li>After January 1, 1960, then your RMDs must start after reaching age 75</li>
</ul>
</li>
<li>The penalty for failing to take an RMD will <strong>decrease</strong> from 50% to 25% of the RMD amount, and to 10% if corrected in a timely manner for IRAs.</li>
<li><strong>Catch-up contributions</strong> will increase in 2025 for IRA account holders.</li>
<li><strong>Qualified Charitable Distributions</strong> (QCDs) Beginning in 2023, people who are age 70½ and older may elect as part of their QCD limit a one-time gift up to $50,000, adjusted annually for inflation, to a charitable remainder unitrust, a charitable remainder annuity trust, or a charitable gift annuity. This is an expansion of the type of charity, or charities, that can receive a QCD. This amount counts toward the annual RMD, if applicable. Note, for gifts to count, they must come directly from an IRA by the end of the calendar year. QCDs cannot be made to all charities.</li>
<li>We remind you that prior legislation eliminates the retirement contribution age limit, previously set at 70 ½.  </li>
</ol>
<p style="font-weight: 400;">The Providence Association will monitor any changes and adjust our operations in accord with the new legislation.   However, we strongly encourage our members to contact their tax professional to determine how these changes can impact your personal retirement savings and distributions. <span style="text-align: var(--text-align); color: var(--color-neutral-text-contrast); background-color: var(--color-neutral);">The Providence Association cannot provide any tax or legal guidance. </span></p>
