Report of the Election Commission for TERM 2026-2030

Election Commission Report

The Election Commission consisting of Roman Siletsky, Valentina Borodevyc and Christina Fedorijczuk met at the Home Office of the Providence Association on November 3, 2025 to count the ballots received for the election of the Executive Committee, Board of Directors, and members of the Audit Committee to serve the organization for the four-year period 2026 to 2030. The ballots accepted for the count were post marked by the cutoff date of October 15, 2025 or were hand delivered with a stamp date no later than October 15, 2025.

The Election Commission concludes the following:

8299 ballots were mailed to the membership.
829 ballots were returned due to incorrect addresses.
497 ballots were accepted
6973 ballots were never returned to the Home Office.

The Election Commission ascertains the following results for the Executive Committee, Board of Directors, and Audit Committee to serve the Providence Association for the term 2026-2030:

The Election Commission of the Providence Association of Ukrainian Catholics in America composed of the following individuals:

Roman Siletsky, Chrystyna Fedorijczuk and Valentina Borodevyc met on Tuesday July 22, 2025 at the Home Office (817 N. Franklin Street, Philadelphia, PA 19123).

The Election Commission reviewed and accepted signatures of Providence Association members who endorsed each candidate to the General Assembly of the Providence Association for the term 2026-2030.

Accordingly, the following shall be the candidates for the offices of the General Assembly.

Meet Maria, one of the Recipients of the Kotur Scholarship for 2024-2025

Maria Kulchyckyj is a dual degree candidate pursuing a Master in Public Policy at Harvard Kennedy School and an MBA at MIT Sloan. As a graduate student, Maria has also worked actively with numerous Harvard organizations including the Ukraine Caucus, the Harvard Ukrainian Research Institute (HURI), the European Conference, and the HKS Student Policy Review to advocate and spread awareness about Ukrainian policy, history, and culture on campus. The Kotur scholarship has greatly supported Maria’s studies by providing direct assistance for tuition. The scholarship has also helped develop Maria’s academic and professional goals, and she aspires to give back and support the Ukrainian community in her future careers.

Providence Association - Scholarship Recipients for 2024-2025

Providence Association is honored to present three scholarships this year!

It is comforting to know that there are bright and motivated young minds aiming to be our future doctors, engineers, IT experts and business savyy profesionals.

Not only are these students exceptionally talented, they are from our very own Ukrainian Communities. Their understanding and respect for the Ukrainian heritage is shown in their lifestyles with Ukrainian clubs, sports teams and Ukrainian language schools.

They have accomplished significant goals, early in their lives, and we hope that our scholarship helps them achieve the next steps in their success.

Kotur Scholarship

The Kotur Scholarship Fund was established by Eugene and Elinor Kotur.

Eugene was born in Lviv, Ukraine on February 12, 1912. His father emigrated to America, hoping to unite his family at a later date.

At a very early age, Eugene suffered the inevitable privations as the war intensified. Eventually, family was reunited and settled in Elmira, New York. Eugene began to attend public schools and eventually enrolled in college through the availability of a scholarship grant.

Eugene concentrated his public service career in Departments of Public Welfare. After his wife’s death, Eugene retired in and spent his time traveling and reading, but he also stayed active in civic organizations, especially those that focused on senior citizens.

During a serious illness in his seventies, Mr. Kotur lost most of his vision and part of his hearing, but despite this impairment, he faced his daily challenges as he had many times before. He used the Library of Congress Talking Book System to communicate with people and friends.

It was during this period that Eugene Kotur established a $250,000.00 Scholarship Trust Fund and empowered the Ukrainian Fraternal Association as administrator of this generous endowment.

The Scholarship Trust Fund is designed to service Ukrainian students currently enrolled in certain colleges and universities. The acquired initial grant of $250,000.00 by the Kotur family has accrued interest, which is being used for the annual scholarship distribution.

Eugene R. and Elinor R. Kotur – Philanthropists

Eugene was born in Lviv, Ukraine on February 12, 1912. His father emigrated to America, hoping to unite his family at alater date. Unfortunately, this plan failed when World War I hostilities began in Europe.

At a very early age, Eugene suffered the inevitable privations as the war intensified. His situation worsened perceptiblywhen Galicia became a Protectorate of Poland, and along with other wartime deprivations, Eugene’s home life deterioratedwith periods of starvation. Luckily, the family was finally reunited and settled in Elmira, New York. Eugene began to attendpublic schools and eventually enrolled in college through the availability of a scholarship grant.

After graduation, Mr. Kotur became a school teacher. During WWII, Kotur served with distinction and with hisproficient fluency in English, Ukrainian, Russian, and German, entered the diplomatic corps. After the war ended, Eugenemarried Elinor Brougher of Mechanicsburg, Pennsylvania. Soon afterwards, the Koturs settled in Camp Hill, PA.

Eugene expanded his public service career by becoming an adviser/consultant for the Commonwealth of Pennsylvania,concentrating his efforts in Departments of Public Welfare. His professional services applied to both federal and state levels ofwelfare. Elinor Kotur, meanwhile, was employed by the United States Navy Depot and later succumbed to cancer. After heruntimely death, E. Kotur decided to retire in 1974. He began to travel extensively, was a voracious reader, and remained activein civic organizations, especially those which had a senior citizenorientation.

During a serious illness in his seventies, Mr. Kotur lost most of his vision and part of his hearing. Despite thisimpairment, he faced his daily challenges as he had many times before. To compensate for his deficiencies, he used the Libraryof Congress Talking Book System to communicate with people and friends. It was during this period that Eugene Koturestablished a $250,000.00 Scholarship Trust Fund and empowered the Ukrainian Fraternal Association as administrator of thisgenerous endowment.

During his declining years, Mr. Kotur lived in a residential care facility. Two months after his eightieth birthday,Eugene R. Kotur died on April 18, 1992.

The Scholarship Trust Fund is designed to service Ukrainian students currently enrolled in colleges and universities.The acquired initial grant of $250,000.00 by the Kotur family shall represent the basic capital and will remain intact in amanaged financial program. Only the accrued interest shall be used for annual scholarship distribution.

Each applicant must be a member in good standing of Providence for at least five (5) years.
- with a current insurance or annuity certificate with a minimum face value or balance of $5,000
Applicant must be a full time college student who
- completed one (1) semester of college work
- or graduated High School and has been accepted to college
- Seeking a Bachelors Degree
- cumulative GPA of 3.3 (or equivalent)..
Provide an original transcript
- college records indicating a cumulative grade of 3.3 (or equivalent) at the conclusion of the Fall Semester
- or High School transcript indicating a cumulative grade of 3.3 (or equivalent) after graduation, and a letter of acceptance to a college.
A letter of recommendation from the Pastor of the applicant’s church.
An essay of five (500) hundred words or more describing “Upon completing my education, I hope to contribute the following to our Ukrainian Catholic Church and Community.”

SECURE ACT 2.0

5 Highlights of the Secure Act of 2022

Securing a Strong Retirement Act of 2022 - legislation passed on December 29, 2022

Below are some highlights of new legislation passed on December 29,2022, which is commonly referred to as “SECURE Act 2.0”. The legislation provides a slate of changes that could help strengthen the retirement system—and Americans’ financial readiness for retirement.

While the Act signed into law is quite extensive and contains dozens of provisions, here are 5 of the highlights that pertain to your Providence Association IRA, both traditional and Roth.

The age to start taking RMDs increases to age 73 in 2023 and to 75 in 2033. Depending on your date of birth, the RMD age is increasing as follows; if you are born:
- Before January 1, 1951, your RMDs have already started, and nothing changes
- Between January 1, 1951 and December 31, 1959, then your RMDs must start after reaching age 73
- After January 1, 1960, then your RMDs must start after reaching age 75
The penalty for failing to take an RMD will decrease from 50% to 25% of the RMD amount, and to 10% if corrected in a timely manner for IRAs.
Catch-up contributions will increase in 2025 for IRA account holders.
Qualified Charitable Distributions (QCDs) Beginning in 2023, people who are age 70½ and older may elect as part of their QCD limit a one-time gift up to $50,000, adjusted annually for inflation, to a charitable remainder unitrust, a charitable remainder annuity trust, or a charitable gift annuity. This is an expansion of the type of charity, or charities, that can receive a QCD. This amount counts toward the annual RMD, if applicable. Note, for gifts to count, they must come directly from an IRA by the end of the calendar year. QCDs cannot be made to all charities.
We remind you that prior legislation eliminates the retirement contribution age limit, previously set at 70 ½.

The Providence Association will monitor any changes and adjust our operations in accord with the new legislation. However, we strongly encourage our members to contact their tax professional to determine how these changes can impact your personal retirement savings and distributions. The Providence Association cannot provide any tax or legal guidance.

– PRESIDENT – PROVIDENCE ASSOCIATION OF UKRAINIAN CATHOLIC IN AMERICA – ПРЕДСІДНИК СУК ПРОВИДІННЯ

It is with great sadness but with true Christian hope in the Resurrection of our Lord that I share with you news of the dormition of His Excellency Most Reverend John Bura, Auxiliary Bishop-Emeritus of the Ukrainian Catholic Archeparchy of Philadelphia, and our Bishop at St. Josaphat Eparchy in Parma from 2009 to 2014. Bishop John was called to the Lord today, January 17th at 3:30 PM after an extended hospital stay having received the Sacraments.

Bishop John gave his life to God, to the Church. We pray for the peace of his soul. We thank God for his life and service. Our dear Bishop John, a thoughtful kind man, lived his final years at St. Josaphat Seminary. We express our heartfelt condolences to Bishop John’s brothers: Nicholas, Theodore and his wife Joyce, Walter and his wife Mary Anne, and sister Rosalie and her husband Eugene Naumenko, to the entire Bura family, and all friends of the deceased.

May his memory be eternal!

Funeral arrangements will be announced when they are finalized.

Йосафата в Парміа від 2009 до 2014. Після тривалої хвороби, прийнявши Найсвятіші Тайни, владика Іван відійшов до Небесного Отця, 17 січня 2023 р.Б., о 15:30 (за східно-американським часом).

Владика Іван присвятив своє життя Богові та Церкві. Молимося за упокій Його душі. Дякуємо Богові за дар Його життя і служіння. Наш дорогий владика Іван, чуйна і добра людина, прожив свої останні роки в Семінарії св. Йосафата в Вашінґтоні.

Висловлюємо щирі співчуття братам владики Івана: Миколаю, Теодору та його дружині Джойс, Уолтеру та його дружині Мері Енн, сестрі Розалії та її чоловікові Євгенові Науменку, усій Родині та всім друзям Покійного.

Curriculum Vitae of Bishop John Bura

Bishop-emeritus John Bura was born on June 12, 1944 in Wegeleben, Germany, to the family of Gregory and Mary Bura. After emigration to the United States, the family became parishioners of St. Peter and Paul Ukrainian Catholic Church in Jersey City.

In 1959 after graduating from middle school, Bishop-Emiratis John Bura entered Saint Basil Minor Seminary in Stamford, CT. He resided at St. Josaphat Ukrainian Catholic Seminary and studied theology at the Catholic University of America in Washington, D.C., during the years 1965-1970 where he received the humane bachelor and theological bachelor degrees.

Archbishop Ambrose Senyshyn conferred the rites of Minor Orders and Sub-Diaconate upon John Bura on May 26, 1969 in the Cathedral of the Immaculate Conception, Philadelphia.

On December 6, 1970 Rev. John Bura was ordained Deacon by Archbishop Ambrose Senyshyn again at Cathedral of the Immaculate Conception in Philadelphia.

On February 14, 1971 in the Cathedral of Immaculate Conception in Philadelphia Metropolitan Ambrose Senyshyn ordained Reverend John Bura to the Priesthood.

From 1971 to 1972 Fr John taught religion at the Saint Basil Minor Seminary in Stamford, and from 1972 to 1975 – he taught the Ukrainian language there also. He served also as Vice-Rector of the Seminary.

His pastoral appointments were:

1975-1976 – Administrator of the St. Josaphat Church in Trenton, NJ;

1976-1980 – Administrator of the St. Nicholas Church in Mahanoy City, PA (second time in 1983);

1976- 1987 – Administrator of St. Michael Church in Shenandoah, PA.

It was while Bishop-Emeritus John was serving as pastor of the church in Shenandoah, the first Ukrainian Catholic parish in the United States of America, that on Easter Monday, April 7, 1980, the historic church and its adjacent rectory were completely destroyed by fire. Bishop-Emeritus John, still a young priest at that time, led the parish through the tragedy and reconstruction of the church. On November 27, 1983 the rebuilt church was blessed.

In 1987- 1997 he was Rector of St. Josaphat Ukrainian Catholic Seminary in Washington, D.C.

From 1997 till 2002 – he served as Pastor of Holy Ghost Church in Chester and St. Nicholas Church in Millville.

From 2001 – he served as Pastor of St. Nicholas Church in Wilmington.

On June 12, 1991 Holy Father John Paul II named Father John Bura a Monsignor.

On January 3, 2006 the Congregation for the Eastern Churches announced that the Holy Father Benedict XVI blessed the decision of the Synod of the Bishops of the Ukrainian Greek-Catholic Church and appointed Monsignor John Bura the Auxiliary bishop for the Metropolitan of Philadelphia for Ukrainians. The Episcopal Ordination of Most Reverend John Bura took place on February 21, 2006, in the Ukrainian Catholic Cathedral of Immaculate Conception in Philadelphia, PA. The principal consecrator was His Beatitude Lubomyr Cardinal Husar, co-consecrators – Most Reverend Archbishop Stefan Soroka, Metropolitan of Philadelphia, and Most Reverend Michael Kuchmiak, CSs.R.

On July 29, 2009, the Holy Father nominated Bishop John the Apostolic Administrator, sede vacante, of the Ukrainian Catholic Eparchy of St. Josaphat in Parma. and he served in that capacity until 2014, before the enthronement of the new ordinary Bishop Bohdan Danylo.

In 2015, Bishop John was appointed by Metropolitan Stefan Soroka as a special ambassador of the Ukrainian Catholic Church in Washington.

Pope Francis accepted Bishop John Bura’s resignation on November 15, 2019. Since 2015 and after his resignation Bishop John lived in St. Josaphat Ukrainian Catholic Seminary in Washington, D.C. He died January 17, after an extended stay in Georgetown University Hospital, having received the Sacraments.

Іван Бура народився 12 червня 1944 року у Вегелебені, Німеччина, в родині Григорія та Марії Бурів. У 1950 році його сім’я переїхала до США і поселилася в містечку Джерсі (штат Нью-Джерсі, США).

Емігрувавши до США, члени родини стали парафіянами української католицької церкви Святих Петра й Павла в м. Джерсі. Після закінчення початкової середньої школи, у 1959 році Іван вступив до Малої семінарії Святого Василія у Стемфорді. Упродовж 1965–1970 років вивчав богослов’я в Українській католицькій семінарії Святого Йосафата та Католицькому університеті Америки у Вашингтоні.

Висвячений на священника 14 лютого 1971 року митрополитом Амвросієм Сенишиним в катедральному храмі Непорочного Зачаття у Філадельфії. Служив у цьому храмі впродовж 1971 року. З 1971 до 1972 викладав релігію в Малій семінарії Святого Василія у Стемфорді, а з 1972 до 1975 року — українську мову. Був також віце-ректором цього навчального закладу.

Душпастирські призначення:

1975–1976 — адміністратор церкви Святого Йосафата у Трентоні (штат Нью-Джерсі, США),

1976–1980 — адміністратор церкви Святого Миколая в Маханої (і в 1983 році) (штат Пенсильванія, США),

1976–1987 — адміністратор церкви Святого Михаїла в Шенандоа (штат Пенсильванія, США).

Саме у той час, коли владика Іван служив парохом церкви в Шенандоа, першій українській католицькій церкві в Сполучених Штатах Америки, у Великодній понеділок 7 квітня 1980 року історична церква та прилегле до неї приходство були повністю знищені пожежею. 27 листопада 1983 року відбулося благословення відбудованої церкви.

Упродовж 1987–1997 років обіймав посаду ректора Української католицької семінарії Святого Йосафата в Вашингтоні.

З 1997 до 2002 року був парохом церкви Святого Духа у Честері (штат Пенсильванія, США) і церкви Святого Миколая в Міллвіллі (штат Нью-Джерсі, США).

У 2001 році призначений парохом церкви Святого Миколая в Вілмінгтоні (штат Делавер, США).

12 червня 1991 року Святіший Отець Іван Павло ІІ іменував його монсеньйором.

Єпископство

3 січня 2006 року Конгрегація для Східних Церков Апостольської Столиці повідомила, що Святіший Отець Бенедикт XVI поблагословив рішення Синоду Єпископів Української Греко-Католицької Церкви і призначив монсеньйора Івана Буру єпископом-помічником митрополита Філадельфійського для українців. Архиєрейська хіротонія преосвященного владики Івана відбулася 21 лютого 2006 року в українському католицькому соборі Непорочного Зачаття у Філадельфії (США). Головним святителем був Блаженніший Любомир Гузар, а співсвятителями — високопреосвященний архиєпископ Стефан Сорока, митрополит Філадельфійський, та преосвященний владика Михаїл Кучмяк, єпископ-емерит.

29 липня 2009 року Святіший Отець Венедикт XVI, Папа Римський, прийняв зречення владики Роберта Михаїла Москаля, правлячого єпископа єпархії Святого Йосафата для українців-католиків у м. Парма, і призначив владику Івана Апостольським адміністратором вакантного престолу Пармської єпархії (штат Огайо, США). Своє служіння владика Іван Бура здійснював до 2014 року, а саме до введення на престол Пармської єпархії Святого Йосафата нового правлячого архиєрея владику Богдана Данила.

2015 року митрополит Стефан Сорока призначив владику Івана спеціальним послом Української Католицької Церкви в Вашингтоні.

15 листопада 2019 року у Ватикані повідомлено про те, що Святіший Отець Папа Франциск прийняв зречення з уряду єпископа-помічника Філадельфійської Архиєпархії УГКЦ в США, подане владикою Іваном Бурою в зв’язку з досягненням граничного віку.

Після зречення владика Іван Бура продовжив мешкати в семінарії св. Йосафата. Прийнявши Найсвятіші Тайни, він помер в лікарні в Вашингтоні 17 січня 2023 року на 79-му році життя, 52-му році священства і 17-му році єпископства.

Most Rev. Robert M. Moskal, Bishop Emeritus of St. Josaphat Eparchy in Parma passed into Eternal Life, Sunday, August 7, 2022, after having received the prayerful support and consolation of the Sacraments.

Bishop Moskal was born in Carnegie, Pennsylvania on October 24, 1937. In 1951 he entered Saint Basil Preparatory School and College Seminary in Stamford, Connecticut. He completed his graduate studies in Sacred Theology at Catholic University of America and Saint Josaphat’s Ukrainian Catholic Seminary in Washington DC. He was ordained to the sacred priesthood in the Cathedral of the Immaculate Conception in Philadelphia on March 25, 1963.

Father Moskal served the Archediocese as secretary at the Archbishop’s Chancery in Philadelphia; the founding pastor of a new Saint Anne Ukrainian Catholic parish in Warrington, served two years on both the Archdiocesan Tribunal and as the editor of the Archdiocesan Weekly, a charter member of the Board of Directors of Ascension Manor; Vice-Chancellor of the Archdiocese of Philadelphia; pastor of Annunciation Ukrainian Catholic Parish; Chancellor of the Archdiocese and Rector of the Immaculate Conception Cathedral. He was ordained to the episcopate on October 13, 1981. On December 3, 1983, Bishop Moskal was named the first prelate of the new Eparchy of Saint Josaphat in Parma, Ohio and was formally installed on February 29, 1984. He resigned for reasons of age on July 29, 2009 and left this world on August 7, 2022.

Bishop Moskal is survived by his sister Elizabeth Boyle of Carnegie, PA and his personal caregivers Vladimir Kudliak and his daughters Tatiana and Anna.

Bishop Robert will lie in state in St. Josaphat Ukrainian Catholic Cathedral, 5720 State Road, Parma, Ohio 44134 on Sunday and Monday, August 14 and 15, 2022 from 6:00 PM to 8:00 PM.

Parastas/Order of Burial of a Bishop will be celebrated at 7:00 PM on Sunday and Monday.

Tuesday, August 16 Bishop Robert’s body will be transferred to Holy Trinity Ukrainian Catholic Church, 730 Washington Avenue, Carnegie, Pennsylvania 15106 where he will lie in state from 6:00 PM to 8:00 PM. Parastas/Order of Burial of a Bishop will be celebrated at 7:00 PM

The Requiem Divine Liturgy with Order of Burial of a Bishop will be concelebrated at 10:00 AM on Wednesday, August 17 followed by burial at Holy Trinity Acres Cemetery in Carnegie.

In blessed sleep grant eternal rest, O Lord, to Your ever to be remembered servant, Bishop Robert, and make his memory everlasting. Everlasting memory!

Преосвященний Владика Роберт М. Москаль, єпископ-емерит Єпархії св. Йосафата в Пармі, упокоївся в неділю, 7 серпня 2022 р., отримавши Святі Таїнства та молитовну підтримку.

Владика Москаль народився в Карнегі, штат Пенсільванія, 24 жовтня 1937 року. У 1951 році він вступив до підготовчої школи Святого Василія та Семінарії Коледжу в Стемфорді, штат Коннектикут. Він завершив богословські студії в Католицькому Університеті Америки та в Українській Католицькій Семінарії Святого Йосафата у Вашингтоні. Він був висвячений на священика в соборі Непорочного Зачаття у Філадельфії 25 березня 1963 року.

Отець Москаль служив в Архиєпархії як секретар в Канцелярії Архиєпископа у Філадельфії; парох-засновник нової Української Католицької парафії святої Анни у Ворінгтоні, два роки служив в Архиєпархіальному трибуналі та працював редактором Архиєпархіального тижневика, статутний член Ради директорів Ascension Manor; віце-канцлер Філадельфійської Архиєпархії; парох Української Католицької парафії Благовіщення; Канцлер Архиєпархії та настоятель собору Непорочного Зачаття. Його єпископська хіротонія відбулася 13 жовтня 1981 р. 3 грудня 1983 єпископ Москаль був номінований першим Єпархом нової Єпархії святого Йосафата в Пармі, штат Огайо, і був офіційно призначений 29 лютого 1984 р. Він подав у відставку, досягнувши пенсійного віку 29 липня 2009 року і відійшов до вічності 7 серпня 2022 року.

У владики Роберта Москаля залишилися його сестра Елізабет Бойл з Карнегі, штат Пенсільванія та його особисті опікуни Володимир Кудляк з дочками Тетяною і Анною.

У неділю та понеділок, 14 та 15 серпня 2022 р., з 18:00 до 20:00 тіло Владики Роберта буде лежати в Українському Католицькому Соборі св. Йосафата, 5720 State Road, Parma, Ohio 44134.

У неділю та понеділок о 19:00 буде відслужений Парастас/Чин поховання єпископа.

У вівторок, 16 серпня, тіло єпископа Роберта буде перевезено до Української Католицької Церкви Святої Трійці, 730 Washington Avenue, Carnegie, Pennsylvania 15106, та перебуватиме там з 18:00 до 20:00. Парастас/Чин поховання єпископа буде відслужено о 19:00

Заупокійна Божественна Літургія з Чином поховання єпископа буде відслужена о 10:00 ранку в середу, 17 серпня, після чого відбудеться поховання на кладовищі Святої Трійці Ейкерс у Карнегі.

У блаженному успенні вічний упокій даруй, Господи, вічно пам’ятному слузі Твоєму Єпископу Роберту і вчини Йому вічну пам’ять.
